Treat definitive, retryable, and ambiguous results differently
Stable public codes protect callers from provider-specific detail while preserving the correct recovery action.
Retryable failures
For gateway_unavailable and rate_limit_exceeded, back off and retry with the original idempotency key and identical parameters.
Ambiguous outcomes
operation_outcome_unknown and gateway_timeout may mean the provider accepted the operation. Do not retry with a new identity, release goods, or refund value until status lookup and reconciliation establish the result.
